Government adopts ‘Home+’ affordable housing programme

The Polish government has adopted a National Housing Programme, also known as ‘Home+’, aimed at constructing affordable housing and helping people on low incomes.

The programme was first unveiled in June as part of the government’s Responsible Development plan.
A new agency will be created to develop flats, which will be allocated using a points-based system. There will be no restrictions on the age of potential tenants.
Two types of affordable flats will be made available. The first will be for renting only and will cost PLN 10-20 PLN (EUR 2.3-4.6) per square metre in rent, depending on the location. The second type will be more expensive to rent but will eventually result in ownership by the occupier.
Tenants will be allowed to change their minds and withdraw from the second type of flat at any point, and will be able to recover part of the money they have contributed towards purchasing the flat.
Previously, Prime Minister Beata Szydło promised that as a result of the programme “every average family earning an average salary […] will be able to afford its own flat.”
According to Andrzej Adamczyk, Minister of Infrastructure and Construction, investments for the Home+ project will begin in 2018, with the aim of enabling the first participants to move into their new homes in 2019. (sl/rg)
