The European Union on Thursday said it has reached a deal with Gazprom after a seven-year probe amid concerns over excessive pricing by the Russian gas giant in Poland and other countries in the region.

The decision, announced by the European Commission, the EU’s executive arm, will allow Gazprom to avoid massive potential fines for monopolistic practices.

Warsaw has expressed deep disappointment at the news.

“No penalties for Gazprom and no damages for customers and companies which suffered as a result of Gazprom’s conduct,” said Ryszard Czarnecki, a MEP from Poland’s ruling Law and Justice party.

He added: “The energy issue has always been used by Russians to practically blackmail Ukraine, Belarus and the Caucasus countries.”
