The 64-year-old's contract will last until the end of this season.
Smuda had coached Poland's national team from 2009 to the summer of 2012, but had to hang up his hat following Poland's failure to get beyond the opening group phase of the Euro 2012 tournament.
During the 1980s, Smuda coached a series of German teams and he holds dual-citizenship of Poland and Germany.
Jahn Regensburg is in need of a new spring in its step, and the team is hoping that 'Franz' will be able to provide the formula.
The side has been languishing at the bottom end of the second division, having only won three of the last 19 matches.
Smuda is set to hold his first training session with the team on 3 January.
Oscar Corrochano was sacked as trainer of the Regensburg side in November 2012 owing to lack of success, and since then Franz Gerber has been holding the fort as an intermediary coach. (nh)
