The two-day event in the Lithuanian capital started on Wednesday.
Former Lithuanian President Valdas Adamkus and government ministers were among those expected to attend the meeting, which was to see debate on topics such as energy, transport and cyber security.
During the forum, former Polish President Lech Kaczyński was to be posthumously named "Man of Dialogue of the Century."
The organisers of the forum have said that it was during the presidencies of Kaczyński and Adamkus that the foundations of a strategic partnership between Poland and Lithuania were laid.
The meeting is being held under the aegis of the Polish and Lithuanian prime ministers.
