A string of central and local government officials attended a ceremony during which rental rights to 258 low-cost dwellings were transferred to prospective tenants in the town of Jarocin on Saturday.

The homes are being finished after builders broke the ground on the site a year ago. The first tenants are expected to move in in March.

They will be able to acquire ownership of their apartments after 30 years if they meet specific conditions.

Deputy Prime Minister Jarosław Gowin said that families returning to Poland from abroad would be among those living in the new apartments.

He added that this marked a success for Poland’s conservative government, which he said was aiming to encourage the return of hundreds of thousands of young families who have left the country to live and work abroad.

Infrastructure and Construction Minister Andrzej Adamczyk said that Poland was near the bottom of the list in Europe in terms the number of housing units per 1,000 inhabitants, a statistic that he said “must be changed.”

There is still a shortage of around 3 million housing units in Poland to meet the European average in terms of the number of dwellings per 1,000 inhabitants, real estate experts say.

In another project as part of the Polish government’s Home-plus programme, 3,000 low-cost apartments for rental will be built in Warsaw, officials said in late November.
